b6bef6b688 Libraries: Use UTF-16 for JS-visible runtime strings
Produce JS-visible string results as UTF-16 at their source, including
numeric formatting, BigInt and BigFraction formatting, URI encoding,
console formatting, parser errors, regular expression errors, Intl and
Temporal records, LibUnicode locale boundaries, and LibWeb bindings.

Handle fractional radix formatting through the UTF-16 builder view.

5f463ed989 LibJS: Replace arguments Span with argument_count in ExecutionContext
The arguments Span (pointer + size = 16 bytes) was always derivable
from the tail array layout: data = values + (total_count - arg_count).

Replace it with a u32 argument_count and derive the span on demand
via arguments_span() / arguments_data() accessors.

Shrinks ExecutionContext from 136 to 120 bytes.

cb23d65625 LibJS: Pass JS::Value directly to string formatting functions
We don't need to call .to_string_without_side_effects() when passing
a JS::Value in for string formatting. The Formatter will do it for us.

a54215c07d LibJS: Make internal_define_own_property() save added property offset
...in `PropertyDescriptor`. This is required for the upcoming change
that needs to know offset of newly added properties to set up inline
caching.

85e029b2e7 LibJS+LibWeb: Inline fast path for Value::to_object()
Adds inline implementation for the most common case when `Value` is
already an object.

1.47x improvement on the following benchmark:
```js
const o = {};
for (let i = 0; i < 10_000_000; i++) {
    o.a = 1;
    o.b = 2;
    o.c = 3;
}
```

c6cd03d7ca LibJS+LibWeb: Join arguments into vector of registers+constants+locals
This is better because:
- Better data locality
- Allocate vector for registers+constants+locals+arguments in one go
  instead of allocating two vectors separately

de424d6879 LibJS: Make Completion.[[Value]] non-optional
Instead, just use js_undefined() whenever the [[Value]] field is unused.
This avoids a whole bunch of presence checks.

f87041bf3a LibGC+Everywhere: Factor out a LibGC from LibJS
Resulting in a massive rename across almost everywhere! Alongside the
namespace change, we now have the following names:

 * JS::NonnullGCPtr -> GC::Ref
 * JS::GCPtr -> GC::Ptr
 * JS::HeapFunction -> GC::Function
 * JS::CellImpl -> GC::Cell
 * JS::Handle -> GC::Root

1e54003cb1 LibJS+LibWeb: Rename Heap::allocate_without_realm to Heap::allocate
Now that the heap has no knowledge about a JavaScript realm and is
purely for managing the memory of the heap, it does not make sense
to name this function to say that it is a non-realm variant.
