9526b0e13a LibHTML: Add InheritStyleValue and InitialStyleValue. 
These correspond to the 'inherit' and 'initial' CSS values respectively.

04b9dc2d30 Libraries: Create top level directory for libraries. 
Things were getting a little crowded in the project root, so this patch
moves the Lib*/ directories into Libraries/.
