Aliaksandr Kalenik 2b3e068da5 LibWeb: Always use IOSurface-backed backing stores on macOS
Previously, the IOSurface + Mach port path was only taken when a Skia
GPU backend context was available, falling through to the shared memory
path otherwise. This split didn't make sense because IOSurface API
availability doesn't depend on whether GPU painting is enabled.
